NORFOLK--Frank C. Spencer, 43, of 295 Hillside Terrace, Endwell, formerly of Norfolk, died Saturday at his home. He had been ill since birth.

Mr. Spencer was a client of the Association for Retarded Citizens.

Born June 24, 1961, in Potsdam son of Donald and Theresa Payne Spencer, he attended Broome-Tioga Association for Retarded Citizens, Binghamton.

He was a member of New Life Ministries Church, Endicott, and enjoyed music and his friends at ARC.

Surviving besides his mother, of Endwell, are a brother, Donald, Candor; two sisters and their husbands, Lynn and John Rose, Potsdam, and Lori and Patrick Dufresne, Endwell, and several nieces and nephews.

A brother, Gary, died before him.

A memorial service will be at 1 p.m. Saturday at New Life Ministries Church with the Rev. Sebastian Prospero officiating. A graveside service will be at 2 p.m. Monday in Riverside Cemetery, Norwood.

There will be no calling hours. Arrangements are with Buck Funeral Home
